Montenegro continues to be open to a long list of countries without COVID-19 test or quarantine restrictions and with none those some others. The country has created a green-yellow-red list system that allows visitors to easily understand what steps and requirements they need to follow to be granted entry.

Yellow list
Foreign nationals from the following countries must submit proof of a negative PCR test for novel coronavirus (SARS-CoV-2) no older than 72 hours or a positive coronavirus antibody test result (SARS-CoV-2) of the IgG class obtained by ELISA serologic test.

The test is mandatory for anyone older than 5 years old.
Red list
Foreign nationals from other countries belong on the red list. They are also allowed entry but they must quarantine for 14 days.
During this quarantine you and your household will be checked by the epidemiology service in accordance with the decision of the sanitary inspection.
Do I need to wear a face mask?
Yes. You do. Face masks are mandatory in all public open and enclosed spaces and motor vehicles.
Where can I take a COVID-19 test in case I need it?
- You can take a PCR test at Public Health Institute locations in Montenegro, free of charge. Contact information: +382 (0)20 412 888 or [email protected]
- You can also go to private labs. Costs vary 16-25 euros.
What places can I visit or do in Montenegro?
- You can have family gatherings but only up to 40 people in outdoor spaces and 20 persons in indoor spaces.
- Attend public gatherings – Up to 100 people
- Individual sporting activities are allowed
- Discos and Nightclubs remain closed
- All schools and universities remain closed.
- Go to live music in venues
- Attend religious ceremonies
- Music events – wearing a face mask is mandatory

What is the COVID-19 situation in Montenegro?
Montenegro has been going through a second wave of coronavirus infections since mid june. The situation did not improve during the summer season and as of today the country has reported 16,028 positive cases-12,093 of them have recovered- and 254 deaths.
The country is currently considered the 11th economy with the most active cases. Due to that situation, back in September the government decided to tighten their measures to control the spread of the virus.
What places have the most restrictions for me to visit?
- Restaurants, cafes, cafeterias, hotel restaurants and similar facilities, including those on beaches and bathing areas are banned in the Old Royal Capital of Cetinje and in municipalities of Budva, Kolašin, Ulcinj and Žabljak
- Self service, staying and standing in front of a bar is currently forbidden
- Only a maximum of two guests may sit at the table inside a restaurant or four visitors when the restaurant has a terrace or a garden, except if they are members of the same family or household. This applies only to Andrijevica, Bar, Berane, Danilovgrad, Gusinje, Herceg Novi, Mojkovac, Petnjica, Plav, Plužine, Šavnik, Tivat and Tuzi.
